Nostrand Houses Lease Signing

Nostrand Houses will convert from Section 9 to Project-Based Section 8 through the Public Housing Preservation Trust program. As part of this process, all residents will be required to sign a new lease before the conversion, which is expected to occur in mid-2026. The lease-signing period marks an important milestone for Nostrand Houses and for the future of your community, leading to much-needed funding for long-awaited modernization work while preserving stability and affordability.

Per federal regulations, all authorized existing public housing households automatically qualify for Project-Based Section 8 housing and are offered this lease. Core resident rights that you had under Section 9 will remain intact under the Project-Based Section 8 program. Your home remains permanently affordable under the Section 8 program. By signing this new lease, you will ensure that your apartment remains affordable for your household; you will not have to pay any additional fees, charges, or utility expenses that are greater than what you currently pay; and authorized relatives will have succession rights to the apartment. This lease will automatically renew and cannot be terminated without good cause.

Previous Comment Periods

As part of the process to prepare Nostrand, Bronx River Addition, Unity Towers, and Hylan Houses developments for conversion to Section 8 and join the New York City Public Housing Preservation Trust, the Trust held a public comment periods on the draft Section 8 lease package. During these periods, residents were invited to review the draft lease materials and share their feedback before any final version was issued. These comment periods ensured that residents’ voices and concerns were considered while preserving affordability, maintaining resident rights, and supporting the modernization of housing facilities.

Nostrand and Bronx River Addition Public Comment Period

July 21 to August 22, 2025

The draft lease package comment period remained open from July 21 to August 22, 2025. Residents could provide feedback in three ways:

  • Online: Through an online feedback form.

  • In-person: By visiting a Trust Mod Engagement Office at Nostrand Houses or Bronx River Addition during scheduled hours.

  • At a Hearing: By attending either a virtual hearing (July 29, 2025) or an in-person hearing at 90 Church Street (August 5, 2025).

Unity Towers and Public Comment Period

January 2 to February 4, 2026

The draft lease package comment period remained open from January 2 to February 4, 2026. Residents could provide feedback in three ways:

  • Online: Through an online feedback form.

  • In-person: By visiting a Trust Mod Engagement Office at Unity or attending the Trust Offices Hours at the Hylan Houses’ TA Space during scheduled hours.

  • At a Meeting: By attending either in-person or virtual meetings:

    • Unity Towers: In-Person on January 14, 2026 OR Virtual on January 15, 2026

    • Hylan Houses: In-Person on January 15, 2026 OR Virtual on January 16, 2026

  • Lease Agreement

As part of the Trust conversion process, NYCHA residents will sign a Trust Resident Lease in order to convert to the Project-Based Section 8 program. A sample of the draft Trust Resident Lease is linked below.

  • House Rules

    The house rules contain apartment information; occupancy and additions to the household; rules around common areas, development grounds and recreational areas; noise disturbances, pets, and information on the “smoke-free” policy.

  • HUD Project-Based Voucher Tenancy Addendum

    HUD requires this rider be part of the Trust lease. It has two parts:

  • Part A: Includes information about the household, unit, household members, term of the lease, rent owed to the property manager, initial HAP payment amount, and utility responsibilities.

  • Part B: Details requirements for the household and the landlord under the Project-Based Section 8 program.

  • HUD Project-Based Voucher Statement of Family Responsibility

    HUD requires that each household sign a Project-Based Voucher Statement of Family Responsibility document when signing their Project-Based Voucher lease. This document lists the household's obligations under the Project-Based Section 8 program.

  • Trust Modernization & Preservation Lease Rider

    This rider states that if a household is not in an appropriately-sized apartment (meaning that they are in an apartment that is too big or too small for their household) and there is an appropriately-sized apartment available in their development, they will be required to move to the appropriately-sized apartment in their development. Households will not be required to move outside of their development.

  • Appliance Agreement

    If a household has an air conditioner, washing machine, dishwasher, or freezer they need to sign this agreement and pay the required fees to have it continue being an authorized appliance after the Trust conversion.

Residents Rights

Core resident rights that you had under Section 9 will remain intact under the Project-Based Section 8 program.

  • Residents continue to pay 30% of their adjusted gross household income towards rent.* 

    *Exceptions may apply to households who pay flat rent; are current tenant-based Section 8 participants; are a mixed family as defined by HUD; or who signed a non-public housing over-income lease.

  • Residents do not have to pay any additional fees, charges, or utility expenses that are greater than what they currently pay. 

  • Authorized households residing at the development will qualify for the Project-Based Section 8 program regardless of their income eligibility, criminal background, or credit history. 

  • Households will sign a new Trust Section 8 lease, which resembles the Public Housing lease; it automatically renews each year and cannot be terminated except for good cause.

    Under Section 8, residents can continue to add people to their household, and permanent members will have succession rights.

  • Residents continue to have the right to initiate grievance hearings with a third-party mediator.

  • Residents continue to receive job support services from the NYCHA Resident Economic Empowerment and Sustainability (REES) team.

  • Residents continue to have the right to organize, and resident associations will receive $25/unit in Tenant Participation Activity (TPA) funding.

  • The Trust will pay for any moving expenses for residents' temporary relocations during construction.

    After being temporarily moved, residents have the right to return to their original apartment. 

    However, over time, all households who are over- or under-housed must move into an appropriately sized apartment when one becomes available within their development. This is a Public Housing and Section 8 requirement.
